What? No, no it is not. This is from the second movie, Bokura no War Game. You're thinking of when the 02 cast fights Diablomon in Diablomon Strikes back, which is the 4th movie. The scene pictured here is clearly of the former.

Actually, Omegamon does fight Diablomon again in DSB, and performs this exact finishing move on him. It's not until later, when he reforms as Armagemon, that the 02 protagonists get to take a shot at him.
