Nope. Now Caligula had a horse named Incitatus and sources claim that he planned to make it a consul. However, those sources were commissioned by patricians who hated Caligula, and Roman historians tended to be both biased and rely on unreputable sources. Whether Caligula was mad enough to really try it (the common interpretation), making a joke at the expense of the Senate which was long irrelevant by that point (he did not play nice with the patricians), or the whole episode was just fiction passed off as fact is something we'll never know.
