Rance will fuck Lolies even before Rance Quest. Heck, he fucked Ryouma in Sengoku Rance. His thing is that he'll fuck Lolies, just not children. If he believes they're /too/ young, he won't touch them.
That's why he wouldn't fuck Kojika. Even if she was flashing proof of being 20 or whatever she said she was, he wouldn't accept. Its because Kojika has a body even smaller than Kou's, so Rance just calls bullshit and tells her he won't touch her.
Same thing here with Reset being too small for him to believe she's a Loli that's of age, just really young-looking. Same for Mill. He also tried to fuck a Loli in Rance 02, but she starts faking little-kid talk and his boner shrivels up inside him and he gives up. He also fucks all the monstergirls and half of them are Lolies. He also fucked a bunch of Lolies in Rance 01.
His policy is that Lolies are free game as long as he'll believe they aren't children. That's always been his policy, even before the remakes. You can see it in Kichikuou Rance, for one.
