As their grandmother Verdona was an Anodite, Ben Tennyson and Gwen Tennyson are both one-quarter Anodite; however only Gwen has the "spark" that allows her to utilize magic and transform herself into an Anodite form.
Because Anodites are made of pure energy, they do not have DNA and thus the Omnitrix cannot transform its user into one.
