A skirt or dress that has an open front, covering only the sides and rear. It can only be worn over a revealing garment like a leotard or swimsuit.
If the skirt has an open front but is worn over another skirt, shorts, or pants, rather than worn by itself, it's an overskirt instead. If the skirt is simply higher in the front than in the back, rather than completely open, it's a high-low skirt instead.
