A meme inspired by a certain event in ToAru Majutsu no Index's Battle Royale Arc.
Because of her tragic fate, Frenda Seivelun is usually referred to by fans of the Light Novels as Fre/nda or Fre nda (フレ/ンダ or フレ ンダ in Japanese), with the deliberate slash or space dividing her name in two. It acts as a joking reference for her death in the hands of Mugino Shizuri, who used her Meltdowner ability to slice Frenda in two by the waist.
