Following Oswell E. Spencer's downfall alongside Umbrella Corporation itself, Victor sought one of Spencer's creation, "Elpis", which is said to be a bioweapon capable of brainwashing but in truth however, it is an antiviral drug meant to cure all Progenitor Viruses such as the T-Virus.
