A dance meme by Zuikaku and Zuihou from Kantai Collection, where they perform a characteristic dance with an uwu face. Its origin is uncertain. Can also be applied to Zuikaku from Azur Lane, which actually has the dance as a usable in-game chat emote.
The oldest tweet mentioning the emote on Twitter, from 2013, is a possible origin. The dance is also somewhat similar to the dance done by Hatsune Miku in the Poppippoo music video.
