i'm gonna miss her mature attitude, it was the best part of her. and it made her comments have some nice zing to them too. moe is nice every now and then but for a character personality like her's, it just makes for an unwanted change i think.
lol no gaurantee she is still fluent but in order to not have to sub they didn't make her speak english... but Lelouch would understand it if she was so... and hey she's back now so...

Suspension of disbelief, it's easier for everyone to be speaking Japanese when it airs in Japan, not any different then how Japanese speak fluent English when dubbed into English
