Given how much interest he shows in the female party members (especially Naoto during the beauty paegant) and that one schoolgirl on the fieldtrip, Kanji is at LEAST bisexual rather than homosexual.

At most he's latent gay. But he has(had? gonna have?) a girlfriend so this clears things up.

I think that's exactly that.
However, it's way simpler to just portray him as a repressed gay. And it's funnier too.
