I've heard of Aoshima's clothing designs but seriously, this is getting ridiculous. Does he/she have a constant 'let's see how little coverage I can get away with' line running through their head?
I once read that pre-industrial Japanese women never wore underwear and typically walked around topless. In fact, that's why the Japanese have an obsession with female underwear.

I don't believe that at all, what kind of society that isn't full to the brim of Amazonians, Monster girls and deviants would have women just topless and exposed? Especially Japan, which was incredibly civilised even before Portuguese Missionaries landed there (and recorded as being more civilised than the Europeans). The only thing I can think of that's close to your descriptions, is the Yukata and/or Kimono, which you DON'T wear underwear for.

Roughly half of Aoshima's character designs are considered modest. (SDM Characters, Youmu, Yuyuko, Nitori, Wriggle, Tewi, etc) and a fair portion of the rest would be between "modest" and "skimpy" (Hina, Mima, Yuuka, Yoshika, etc)
