It's a fan theory. Basically, some fans figure that its too late in the series to introduce a completely new character for something as important as the role of the last Level 5, so the last Level 5 must actually be someone who has already been introduced, but is keeping their identity secret for whatever reason. Aogami Pierce being the last Level 5 would have some serious "lulz" factor too since right now he's nothing more than "Touma's perverted but otherwise completely normal friend" (also some figure he's a spy sent by Aleister to keep an eye on Touma and Tsuchimikado).

And you forgot that pre-amnesia Touma said Aogami could win against Mikoto...
