I'm sure fairies have no problems playing with human or other youkai skulls. It is known that several youkai like Rumia and Kogasa plays with them. So even if Daiyousei know, who cares? Cirno seems to be enjoying it.

In a place as dangerous as Gensokyo, people probably drop like flies. Those skulls look awfully clean, so they're long gone.

Actually, with the likes of the Eiki's, Shinigamis and Reimu around, the amount of any powerful vengeful ghost would probably be really rare. Mima being too strong to seal for example(not to mention she could not pass on). Tenshi is in a weird spot where she is "supposed" to be dead but she keeps beating the Shinigamis that come to reap her.

Most vengeful ghost probably won't stay vengeful that long as they would probably be sealed or captured right after. Note I'm just talking about vengeful ghost that would cause a problem. Benevolent ghost like the Prismriver sisters seem to be alright to stick around.
