Aoba has warmed up to the Admiral. Aoba is supposed to be Flandre's spy. This is pretty close to the ol bodyguard love interest kinda thing.

Kinda saw Aoba's flag being raised after she mentioned her and Flandre exchanged numbers/mail addresses. Since that essentially gave Aoba more of an excuse to hang around the Admiral.
