This. He already planned Nitori and Mokou for Hisoutensoku, and they ended in HM/ULiL. Since Wriggle and Kaguya were planned as well, there's a high chance of them appearing soon or later. Besides, i read how the first concept of Soku was something like a collection of stage 1-2 bosses with Mokou as the final boss, but Tasofro didn't feel motivated (damn yooou!), so who knows who else got scrapped and is waiting for her chance.

I'm aware of that. I was thinking about the characters that have never been playable before, such as Eiki, Nue or Orin.

It'd be real nice if ZUN could branch out his programming skills and do the whole thing himself. This kind of thing really holds back all the side works.
On that note, it'd be cool to see a print work done completely by him. Even if it's just a sketchbook of the girls in alternate outfits or little one panel slice-of-life vignettes.
