Stealing oil and ammunition is mean she using oil and ammo in trainning or just running around base without doing any missions, otherword, a "freeloader".
But strangely... Japanese subs don't have equipment to hold torpedoes in... Where do the torpedoes go after remodelling?U seems to have reached Second Remodel experience requirements without realizing.. The Admiral decided to formally remodel her to a Japanese submarine....
complete with not quite right numbers of dots! (English uses ... while Chinese uses six dots usually, at least on the mainland)U has served at this naval base for quite some time... recently she's resting at harbour, freeloading oil and ammunition.
