I guess that depends on whether you consider the Special Type III destroyers a separate class (the Akatsuki class), or just an improved production block of Fubuki-class ships. For what it's worth, the IJN's internal paperwork historically called them the latter.

Four isn't much of a reunion. Just raise the minimum number to five. I'll do that this evening.

That's a pretty arbitrary distinction to make: quite a few of the non-destroyer classes implemented in the game only have four ships in them.
