Well, seeing how Reimu acts...probably Reimu. Closest thing to a villain the Touhou series has (excluding Mima and the USC, but the USC is merely sadistic).

She's more of a samus herself, considering the "beat up everything that moves" part, plus Okku would fit better as Samus...
