This one is an obscure youkai from the Chiba prefecture. Turtles are associated with the Ryuuguu castle (see Urashima Tarou), and centuries ago whenever Chiba fishermen caught a turtle by mistake they would take it home, offer it food and water, then release it back into the sea. The Umi Osho is an incarnation of this reverence, and it's a generally peaceful, wise youkai.
