Or, she could be at level 9+ social link with the player, making her withstand the attack, but still fall down.
Still, I'd love to see these in the game, with more poses for downed friends. Maybe Teddie's head would pop off, Kanji lying spread-eagle in the dirt, etc.
At that rate she should have the dodge ice accessory (Though redundant at level 10), and some sort of other thing. She'd never have weak unless casted, and that's fixed up by any resist boost.

A dodge ice accessory still doesn't guarantee you don't get hit, and a resist boost also only decreases the damage done. It won't stop you from getting knocked down.

I recently checked Amaterasu's status weaknesses, and apparently I was just seeing things when I thought she was element resistant (As in no weakness). Turns out I might have just been confusing her with Yousuke S.Link 10.

That or Chie's because she also loses her weakness at S.Link 10.
