    To give a serious answer, most of Japan doesn't, but anime culture tends to give it a pass, and since there are so few other outlets, they can make a killing selling to the minority of the rest of the world that is interested in this sort of thing.

    ... Although in this case, I think it targets yuri fans more than lolicons.
