Not exactly...
There were 24 Fubuki-class DDs deployed in WW2 (minus 1 as Miyuki never even got to the war).
This only shows 19 of them. (Missing are Miyuki and the unimplemnted Fubuki's: Shinonome, Usugumo, Shirakumo).
