I was trying to identify the artist as well. My closest guess was ni02_(asahi_nini) artist #105125. Though Anmi artist #46080 seems like a strong candidate too.
Seems like the devs only did surface level research into her...

At the Action of Rice Anchorage, Niizuki led a force with the two Mutsuki-class destroyers Nagatsuki and Satsuki and the Kamikaze-class destroyer Yuunagi against an American force consisting of the Light Cruisers Honolulu, Helena, and St. Louis as well as the Fletcher-class destroyers Nicholas, O'Bannon, Strong, and Chevalier and managed to fatally torpedo Strong while getting away unscathed.
The next night at the Battle of Kula Gulf, she served as the flagship of the Japanese Task Force which managed to spot the Americans first with Niizuki's radar. Let me re-iterate. Niizuki. Out-radared. Helena.
Basically, if the candle that burns twice as bright burns half as long, Niizuki lit the way with thermite.
