Check translation on note #2194199. I believe I got the right characters with 鬼西犯科帳, but wanted a check on the translation. Also the Furigana doesn't match what is expected for the 西, having it being "sei" instead of "Nishi", although I translated it as Nishi.

Late reply is three months late, but it's a parody of Onihei Hankachō, originally a series of historical novels. The main character is dubbed "Onihei", short for "Heizō the Oni/Demon Heizō", by one villain. My best guess for something both punchy and reasonably accurate for 犯科帳 is "Criminal Affairs Register".
