I remember some manga samples of this character, not sure where I saw it. The artist's twitter and pixiv doesn't have anything else to it.

This is a villain from the recently-cancelled Shonen Jump manga ZIGA. It seems that she caught artists' attention right before the series was canned, and it happened suddenly enough that she didn't even get an official name.
