Yes, the design and name (Rumitia?) are originally from caruos, but this character is also tagged as Ex-Rumia on pixiv, meaning it's less an actual OC and more a "Rumia's true name if Ex-Rumia existed". I say tagging Rumia is ok.

Ex-Rumia is some kind of fanon. I think it's as much of a tag as cookie_(touhou) character tags.
