I think the real thing it adheres to is "Air power is king". Which really is true.

Feels like gameplay_mechanics but applied in a general sense.

Well, no; if your doctrine involves lining up and waiting for the commander to tell you to do a thing, shooting the commander will probably stall you out a bit.
