If there isn't a period of time listed, it's extremely vague. I mean, it's not "never have had sex", but just "don't have sex", and with no period of time, they hypothetically qualify simply by pausing in sex for half a second just to open the door and walk out. Otherwise, with no period of time specified, there's literally no amount of time they could wait that would let them out, even if they never had an interest in sex with the Admiral.
