revolving sniper rifles aren't too common. and made of wood? why doesn't the barrel size match the cylinder hole size?

Because it's an anime.

He's firing that gun at giant oni aliens besieging Edo. The design doesn't have to make sense.

The way the wood is mounted is much like cladding/heat shields and since I have a pink AR15 it isn't too much a stretch to imagine a wood clad version, so why not some other using the idea?
As for a revolver, there were several revolving rifles in the 1800s so that is sort of practical even though you lose a lot of power in the barrel/cylinder gap.
Finally any rifle can be a sniper rifle. all they really are is a very accurate rifle and not necessarily a special purpose one, that is a more recent concept.
Is it impractical? Sure but it is more creative than something with absolutely no basis in possibility like a lot of anime weapons.

Perhaps there are other elements that we are not seeing...

No, I'm talking about the random subject matter expert coming on saying "You call that a gun? THIS is a gun!" or some other piddling crap to stroke their e-kawk.

the bullet could have fins that extend out while still inside the barrel when fired, who knows why though.

I feel sorry for the birds about to get the fright of their lives.
