I think the commentary is some kind of acrostic-type wordplay. Reading across, 和カニ means "peaceful/friendly crab" or possibly "Japanese crab". Reading down, 和解せよ means "must reconcile" or "must reach an agreement".
Not sure what it's supposed to mean in total, though.
