Keep in mind this image was first posted months ago back when the meme was still hot. Everybody stopped caring about it since like, what, 4 months ago?

I only saw the older image after this one popped up. The fact that it's still posted -again- just further exacerbates the issue, as if everyone who didn't care the first time will be made to care by a second attempt.

I don't know about exacerbating any "issues". AFAIC, this whole thing was just supposed to be a harmless meme. But unfortunately, just like everything else on the internet, some people took it way too seriously and, like you said, it got blown out of proportion.
As for the repost thing, I think it's more likely that the uploader just happened to find the higher quality of the older image and decided to post it here. I mean, wouldn't be the first time.
