Apparently Yes, since it's used as a reward for DDs or any ship for picking up any downed pilots, as carriers are "too slow" to pick them up, so these task usually lands to DDs, PT Boats, Seaplanes...

Do this practice are still applies to the current US Navy?

If it yes, then how for non-Americans to quickly gain US citizenship fast?

All I know is soft-serve ice cream on ships is called 'autodog'. Feel free to correct me, it's been so long since I've heard that term I don't know if it's correct any more.
