It looks more like a little auk ( https://en.wikipedia.org/wiki/Little_auk ).Polar foxes have a rather compact head ( https://en.wikipedia.org/wiki/Allen%27s_rule ) and the artist seems to apply the "baby schema" for cuteness (the nose of this polar bear is short too).
