Well, they do share the same family name 辻 (Tsuji), plus the facial characteristics are a close match.

As a little bit of extra info, the introduction to the character says "Previous Commander of Chi-Hatan", similar to what it says about Earl Grey being the "Previous Commander of St. Gloriana's".

Oh wow, Earl Grey is STACKED.

Tsuji Tsutsuji is appearing in Girls und Panzer Saga of Pravda.
