Well, Tenryuu was a "Destroyer Leader" which seems much more wholesome than the "murder and be murdered by destroyers" of the Atlantas, but I guess from an artwork perspecive, yeah probably.

Atlanta was designed explicitly as a destroyer leader just like Tenryuu. She has a special relationship with Akatsuki in particular because they uh, basically sunk eachother at Guadalcanal.
I always considered "flotilla leader" different from "destroyer leader," but I guess they intersect.
The title means the same thing in either case, it's just one is a slightly broader category and can include being leader/flagship for a flotilla of other small warships, such as submarines or torpedo boats.
It was a common idea in the 1920s and 1930s.

To say that Akatsuki sank Atlanta is probably to give the former too much credit. Akatsuki got blasted by multiple ships and started sinking within a few minutes of turning on her searchlight. Atlanta didn't sink until later in the fight, after taking even more fire (some of it friendly).
