Translators are volunteers who translate what they feel like, and there's always more things that need translation than translators. (That's why there's about 202,000 images with a translation request tag.) Translators therefore pick and choose what they find interesting. Just repeatedly doing capslock demands for translations isn't good incentive.
Also, this image is really ugly and was deleted for a reason.
My advice is don't take it WAY too personally when your uploads didn't get approved. Every uploaders here's got some of their posts that didn't make it either, you're not alone on that one.
Secondly, if it's translations that you really want, you can either:
commission others to translate it for you
learn Japanese yourself
Complaining about it won't work. At least not here.
