Maybe it's a fine_art_parody in the original of which the lower character didn't have wings. If so, then the upper character was possibly depicted as an angel, and the lower a saint or other important icon, given that the background resembles a church.

In-universe wise, I'm guessing Flandre is still a human here and Remilia turning her into a vampire is seen as some sort of salvation.
