In the case of the Eastern Front, it was quite explicitly written by the losers until recently, because in the West we only had the word of the Germans to go on (the Soviets weren't really willing to provide information on their military operations, for example).

Technically, the Mongols may have expanded quite rapidly, but theirs was not really an "empire" built to last.
I remember that in Debt: The First 5000 Years, the author wrote something to the effect that nations may come and go, but a well-designed bureaucracy will outlast time. Running an empire takes bureaucrats, and nomadic tribesman were not bureaucrats. Instead, right after conquering China, the first thing they did was get the Chinese (whose meritocratic bureaucracy was basically the same system Confucius created around 500 BC) to run their empire for them. It may have been the Mongols' empire, but the people writing the story were the Chinese.
In that sense, it's better to say that history is written by the surviving literati. The oral histories of countless peoples have been lost forever, but the Tale of Gilgamesh still exists.
