According to the source commentary, this is supposed to be the Pravda character in Episode 8 (about 20 minutes in) who communicates the surrender offer from Katyusha. I didn't think she looked like Alina because the eye color and hairstyle are different.

It seems like she's known on Twitter as 降伏勧告子ちゃん or 降伏勧告ちゃん , so I'll just nickname/tag her Surrender-chan for now.
