EDIT: Also, I'm pretty sure T-Admiral should have let Kaga slap that guy soon as the shock remote came out. Would it have fixed anything? Probably not, but the guy deserved it.

If I remember Masukuza_j's doujin's correctly, any act of violence by a shipgirl towards a human is severely punished so T-head can't allow Kaga to do that even if he thinks the other guy deserves it.

But HE can. Pretty sure in most military around the world, mistreatment of tools such as weapons can be punished. And I'm guessing T-miral outranks this guy so he's in every right to have him punished. Of course, that also depends on when this takes place since my understanding is far more modern military.
