To answer your question (just imo, I'm not an approver), I would say it's average quality at best, and doesn't really have anything to make it stand out among the sea of moderate quality porn. Quality is only the baseline requirement for something to be worth considering, an approver still needs to personally like the image to want to approve it. Also, while I'm sure this is just the result of the blur filter used to censor it, the dick looks strange and out of place, like it was photoshopped in. It detracts from the image as a whole.
