Great question! I've been staring at this image for a good five minutes while tagging, and I still don't know.

While I couldn't locate a superior source for this one, if you go on the artist's Lofter, you'll see he often likes to make cute girls inspired by random pictures. This is presumably just one of them that didn't make it onto Lofter for whatever reason.
