    AFAIK, it's japanese ver of Wonder Bread Guy. Someone specifically commissioned artists to make artworks of Tokitsukaze being constricted by Arbok. It got released to the internet. Some artists noticed the quirkiness of those artworks and made one themselves, for the meme.
