    I think Mazeran is actually the first Touhou fanartist to remember that if Kagerou is a werewolf, she has a human form. (Or at least a human side.)

    Yep. Going by the fanarts, it's full moon everyday. Either that, or werewolves are different in Japan.
    They already did that to Keine, by having her turn in her beast form without any real reason.

    Well, in Keine's case, her transforming when it's not a full moon is usually done for humor (when she's angry or aroused).
    I have seen some variations on lycanthropy, like transforming every night instead of every full moon, or it being a disease that morphs the afflicted into a wolf (remember Ginger Snaps? Brrr...), but I'm pretty sure even ZUN doesn't know that a werewolf has a human form, judging from Kagerou's memetic phrase ("Humans are scary!")

    So what, she's an hybrid, like Rinnosuke? Half-human, half-werewolf?
    In any case, I honestly doubt ZUN doesn't know what a werewolf is, he apparently do quite the research about his characters. You can probably that since it's an occidental monster, he's not as knowledgeable about it, but I still doubt that.
    And I never saw Ginger Snaps. I preferred An American Werewolf in London.

    I would like to note that there are 2 types of werebeasts. There is the normal way of being a werebeast i.e. being human but transforming into a beast on the nights of the full moon. The second is being born into it. Keine is still a human but is afflicted with the were-hakutaku curse which is also viewed as a blessing this is the only curse that a person can be born into. The other is a youkai that can afflict the curse on humans. Ones that are born as a werebeast can assume the full animal form, while those that has become cursed cannot. Keine may be born with the curse but she is still human and can only transform partially under the full moon. Kagerou is one that is born with it since she can assume a full wolf form.

    TLDR

    Kagerou is a full fledged youkai and can transform regardless of the phase of the moon. Keine is not a youkai and cannot control her transformations.

    Keine isn't a werewolf though. She's a were-hakutaku. The were part implying she transforms into a hakutaku on the full moon. She isn't exactly a hybrid though. The way she transforms into a hakutaku on the full moon is more like a curse rather than her being a legitimate half-youkai, like Rinnosuke. Many of the western type youkai don't really follow their true definition anyway. Like vampires. Vampires are supposed to be weak to silver and crosses, and turn into dust during the day. Gensokyo Vampires don't however. They just don't like the sun. Their only real weakness is running water. (If you saw the backstory of EoSD extra). The Touhou Vampire fits the Oni description better, since they don't seem to be "human corpses possessed by evil spirits" definition. Not to mention the Japanese word for vampire is 吸血"鬼" (Kyuuketsu"ki") Which literally means "Blood sucking Oni". Vampires are often compared to Oni in terms strength, and even Suika mentions how vampires "might" be a type of Oni. (Remi's scenario in IamP) So basically, Touhou is Touhou. I wouldn't think too hard on it.
