I don't remember touka ever having breasts.
Tacos seems to have a bit of a breast size increase aswell, as do many of the characters :x.

Actually the manga has. well it's an american.

I wonder how the girls from the Nationals would compare to the others; Kasumi Iwato of the Eisui team seems to have breasts that are even larger than Nodoka's.
