I have no idea if the guy is a character in Girls' Frontline. The artist has drawn Super-Shorty with this one-eyed, black skinned man a few times, but I've not come across anyone saying his name. He might just be the artist's version of the Commander, but maybe someone more familiar with the copyright would know better.

A character like this does not exist in girl's frontline. It is more than likely the artist's version of the commander.
