Ironically, the frame and front wheels belong to a real kick scooter. The engine is described as a 55cc air cooled 2 stroke, probably adapted from a weed wacker or chainsaw engine. Going with some context clues, possibly a Honda thanks to that "HRC" sticker on its gas tank attached to the steerer tube.
Technically, no more dangerous than a regular push scooter as the simple chain and no gearbox or CVT would probably limit it to under 30 mph. Any faster and you'd need to have a second gear or it bogs out so badly that you would NEED to push it just to get it going. At least by my experience.
