I think what usually gets downvoted is "filler" posts. Of course, what that actually entails is up to the individual doing the downvoting; a community as large as this is hardly monolithic in their viewpoints and appraisals, after all. Jokes and witty remarks, informational and meta posts (context behind an image's meaning or its meta relevance to the site), and positive posts on official art all tend to be well-received.
It's a curious dynamic, one that I personally haven't really been able to fully understand myself. It's difficult to integrate into a community that, at least ostensibly, doesn't want you to interact. Or, at least, demands you do so by an unspoken code of conduct.

You're in the wrong place if you want to have fun, nobody likes that here. The only acceptable comments are none at all.
