This girl is the female trainer from LeafGreen/FireRed. I guess she's called Blue since she's your rival if you pick the guy, just like Gary used to be. Gary will always be the one and only Blue to me, though.

Actually, Blue is her Japanese name and Gary is Green in Japan. They switched it in America. By the way, I remember seeing a version of this picture somewhere where she's topless... or did I just dream it?
For U.S. merchandise and media, Blue is referred to as the male antagonist, while Green is the female antagonist. Green was the missing generation and missing character
In Japan, for whatever reason, it was flipped. Instead of Red and Blue version, it was Red and Green version. The missing girl of the first generation was then dubbed blue for the missing generation.
Neither is wrong, it just depends on which country you're basing it off of. Danbooru, using mostly Japanese names to simplify things, refers to Blue as the girl and Green as the guy.
