Been having trouble recognizing the hip one too, none of the characters that I remember having purple eyes in the ZUNart make that expression.

This is quite a tough one. I checked Clownpiece, Keiki (similar eye colour) as well and they don't have a pouting face like that either during their dialogues. Can't be Rumia or Flandre as they have red eyes.

Asked some discord buddies and one pointed out that it could be based on that fan edit meme of Keiki's ZUNart.

Your buddies may be quite correct. Can't directly find source on Pixiv or Twitter but 'haniyasushin_keiki pout' does yield similar faces. Especially this one post #7567616
I think the missing one is Sagume: -Round eyes/eyelashes -Solid red crescent shape in the iris with a single light spot top left -No dots in the iris like Yuuma, Seija, Hecatia, Seiran... -Blush stickers -Eyelashes sticking out on the inner side of the eye.
Not so sure about the last point since Sagume has two thin lines in the inner part of the eye instead of one. Ringo also seems a possible fit but her eyelashes are flipped The eyebrow also seems to also match Sagume more but it's hard to say for sure

You're probably right, the mouth being obscured also seems to thematically point to Sagume. Between that and the Seija mask being upside-down, I think the artist put a lot of deliberation in some of these.
